LAA has observed continued high volume, billing anomalies and elevated costs for invoices submitted under the Tariff for photocopying (Tariff item 17.13 and former Tariff item 8.12).
Given the widespread availability of secure digital solutions, the costs and inefficiencies associated with photocopying are increasingly difficult to justify — particularly in the context of serving individuals with limited financial means.
Across the justice sector — including courts, partner agencies and justice services — there is a clear and ongoing shift toward electronic filing and digital record management. Digital methods are not only sufficient, but often preferred, improving access, enhancing information security and supporting more timely service delivery.
Effective July 1, 2026, a revised process will apply to all invoices submitted related to active and new certificates. Counsel may continue to bill actual photocopying at a rate of $0.10 per page or actual cost, in accordance with the Tariff, to a maximum of $100 per certificate.
Any photocopying costs exceeding $100 per certificate will require prior authorization, submitted in advance with appropriate supporting documentation and a clear rationale for the expense.
