Dear roster,
On behalf of the Board of Directors, I write to share a positive and defining development in the history of Legal Aid Alberta. We have reached a new Governance Agreement with the Government of Alberta. This new agreement underscores and safeguards the essential principle of independence in the delivery of legal aid services in this province.
The new Governance Agreement, signed by the Ministry of Justice, Law Society of Alberta and Legal Aid Alberta, is in place starting July 16, 2025, and continues through to July 15, 2030, replacing the previous agreement signed on Sept. 4, 2024.
Key to establishing this new agreement was the principle of independence, which is not just a value for us. Independence is essential to ensuring that access to justice remains a right, not a privilege, for all Albertans. This agreement formally codifies that principle by recognizing that an impartial, client-focused legal aid system is indispensable to a democratic society.
As part of the process, a number of different governance models were carefully examined over the last eight months, including an evaluation of potential legislative models. Through stakeholder consultations and thoughtful discussions, it became clear that Alberta’s current model, with its non-profit structure as a Society and independent oversight, offers the flexibility, accountability, and responsiveness to the evolving legal needs of disadvantaged Albertans. This new Governance Agreement affirms that this is not only the right model for Alberta, but the leading example nationally.
Throughout this process, we have engaged in comprehensive dialogue with our government partners. These conversations, though sometimes challenging, were necessary. They were conducted in good faith, with mutual respect, and have led to a deeper, shared understanding of the importance of our work and a renewed, collective commitment to justice. The resulting agreement represents a strong, forward-looking framework that supports the sustainability of the legal aid plan, ensures services remain responsive to community needs, and reaffirms Legal Aid Alberta’s role as an independent and trusted partner within the justice system.
At the forefront of our discussions was the clear recognition of the impact this process has had on the staff of LAA, roster lawyers, justice system partners, and the many Albertans who rely on legal aid services across the province. We have made it clear that what is needed now is certainty. That message has been heard. The Minister of Justice has acknowledged the hard work and time of everyone involved and has expressed his appreciation for your resilience and dedication. With this agreement in place, I can say with confidence: this chapter is behind us.
It is now time to turn our full attention back to the work that matters most – delivering legal services to Albertans who need us. Thank you for your commitment to our clients and our mission: Together, we resolve legal problems for disadvantaged Albertans and, in doing so, protect the Rule of Law for the benefit of everyone.
